Se realizó la Asamblea de Concejales y Mayores Contribuyentes

El Honorable Concejo Deliberante llevó a cabo a la Asamblea de Concejales y Mayores Contribuyentes de acuerdo a lo previsto en la Constitución de la Provincia de Buenos Aires (Art.  193) y Ley Orgánica de las Municipalidades (Art. 94).

Allí se dio tratamiento a tres expedientes: el primero modifica la Ordenanza Fiscal y resultó aprobado por mayoría; el segundo introduce un cambio en la Ordenanza Tributaria y fue aprobado por unanimidad; por último, se acordó una prórroga en el plazo de gracia para hacer frente al reintegro del “Fondo Especial de Emergencia Sanitaria para la Contención Municipal”, también aprobado por unanimidad.La Presidenta del HCD, Dra. María Laura Guazzaroni destacó la importancia de este espacio deliberativo.  

“Es un honor compartir la tarea legislativa con los y las mayores contribuyentes, en esta Asamblea orientada a dotar de herramientas al Departamento Ejecutivo para que continúe las obras que precisa el Partido de Escobar”, afirmó.  

Contribución a los desarrollos urbanísticos

En la modificación de la Ordenanza Fiscal se otorga la facultad al Departamento Ejecutivo para que perciba de cualquier persona física o humana, una contribución asociada a la mayor rentabilidad que un desarrollo pueda obtener de un inmueble.

Esta compensación se enmarca en la Ley provincial N° 14.449 de Acceso Justo al Hábitat y la Ordenanza 5848. Con esos fondos recaudados se financiarán programas municipales de urbanización, acceso al hábitat y a servicios públicos.

Derechos de oficina

En la Ordenanza Tributaria se incluyen cambios en los “derechos de oficina”, ajustados a las tasas vigentes, contemplando un diferencial entre el máximo y el mínimo, si la circunstancia lo amerita.

Reprogramación del Fondo Especial de Emergencia Sanitaria

En 2020 se creó el “Fondo Especial de Emergencia Sanitaria para la Contención Municipal” mediante el Decreto provincial N° 264 y ratificado por la Ley N° 15.174.

En ese marco, fue solicitada una asistencia financiera a la Provincia de Buenos Aires, para el alivio de las cuentas fiscales Municipales. Ese financiamiento tuvo una primera prórroga hasta diciembre de 2021, conforme la Ordenanza 5950.

La actual reprogramación financiera cuenta con un plazo de gracia hasta el 1° de diciembre de 2022 y el plazo de devolución posterior de 18 meses, en cuotas mensuales $ 9.472.222, sin intereses.
